Gram Panchayat is the base or bottom tier of the PR system. It is the first executive tier having jurisdiction over a village or group of villages. The members of the Gram Panchayat—the Panchas and Sarpanch (chairman)—are directly elected. Their number in each panchayat varies from 5 to 31 according to population of the concerned village (s).
